Services
Each council is responsible for enforcement of the building standards of the Building Regulations within its district - except where the Building Act provides otherwise. For example, if a private building surveyor, the Victorian Building Authority or the Crown is carrying out regulatory functions it should not be necessary that these are duplicated by a council.

The Victorian Municipal Building Surveyors Group Inc (VMBSG) is an incorporated association made up of local government building control officers and other professionals who aim to advance and achieve the best ideals in local government building control.
VMBSG provides municipal building surveyors, related professionals and associated functionaries a dedicated forum for discussion and resolution of issues and to develop procedures and policies for the management of local government building control.The State of Victoria has experienced major changes in building control over the last 10 years that have greatly affected the way in which councils carry out their functions.

Membership is established by acceptance of a nomination from a Member of the association. There are three main categories of membership, member, associate member and corporate member. For further details on nomination for membership, refer to Rule 3 of the Rules of Victorian Municipal Building Surveyors Group Incorporated.
A person being a member and municipal building surveyor must propose nominations, the Register provides contacts of Members. Nominations are to be lodged with the Secretary of the Victorian Municipal Building Surveyors Group Inc. The Secretary of the Victorian Municipal Building Surveyors Group Inc. will then refer the Nomination to the Committee for determination.
