To see the lease agreement, you should pay the holding deposit. However, they didn't refund the holding deposit when not signing the lease agreement. They let me to go to VSBC and resolve there. This is totally unprofessional. They shouldn't request the holding deposit when you offer a lease.
Commercial and non-commercial is different. Think well.
I am writing this for someone who really rent a premises. Think again before you make an offer to lease when you sign the document they provide and make sure the deposit is refundable.
